Are you suggesting that the inclusion of Open Quartz content in another
 project is mere aggregation, as opposed to the creation of a
derivative work?  The distintion is that the "mere aggregation"
interpretation only requires that only the files directly copied from
Open Quartz are GPL, whereas the "derivative work" interpretation would
require the entire project to be GPL.

I personally think that GPL is difficult to apply to a project like
Open Quartz.  If we ever want to try to enforce the license
restrictions, we would benefit from using a license that explicitly
states our intentions, even if that means using something other than
the GPL.  The vaugeness in the GPL (as it applies to Open Quartz) will
make it difficult to enforce whatever our intepretation of the GPL is
(and I think we all have different intepretations, especially with
respect to meaning of "source").

As a warning to whoever wants to enforce the Open Quartz license terms,
the Open Quartz project hasn't kept close track of who owns the
copyrights to what and only the copyright holder has the right to sue
for copyright infrigement.  For example, we have merged several
different texture groups into free_wad.wad without providing any
documentation as to who created which textures.  Some of these are
public domain, some of these are "credit-only", and some are bone-fide
GPL textures.  Heck, we have even checked code into our utils module
that has no accompanying license (mkwad) and code that doesn't have a
copyright notice at all (dputils).  To me, this sort of "grey area"
copyright infringment is just plain risky, especially if we ever want
to try to enforce the license agreement of our content.
