Need help with S93C46 write error, but read success

I build this Open Prog on perfboard and it works, i tried some PICu and eeprom works fine. But when i tried to write S93c46 microwire it fails, reading its data it's ok. I solder some wire directly from board(because it is a SSOP Package)and hook up my test clip. Any suggestions? Tnx.

i remove the eeprom and solder it to pcb, it works!! may be because i directly solder the connection through the board that's why i cannot write to it.
