If you just want to reflash its memory, then just about any supported
adapter (apart from CMSIS-DAP, STLink and ICDI) will work. I think the
cheapest I saw were jlink clones but you can also use raspberrypi or
some other single-board computer running GNU/Linux, or build a parport
adapter (wiggler), or borrow an ftdi-based arm debugger etc...
