Obviously your authentication data are missing.
Use my attached scenario to register Alice. It should work instantly.

When posting a trace you should also include the diameter-ports to get a
full picture (not only the sip-ports). Best use: 
tcpdump -i any -s 2000 -w /tmp/trace.pcap port 3060 or port 4060 or port
5060 or port 6060 or port 3868 or port 3869 or port 3870
