Summary: Support managed hot swap for blades/switches

Initial Comment:
Support Managed hotswap for blades and switches
resources. Transitions bewtween states are automatic
and controlled by the hardware (no user application
interaction allowed); no blue indicator LED supported.
But all managed hotswap states supported and events
mapped to those states.
