Summary: add LIBRARY_PATH to rt-env.sh

Initial Comment:
new gcc versions apparently need LIBRARY_PATH, not
LD_LIBRARY_PATH when linking against libraries.  This
was breaking the test suites when compiling against cvs
code.  It is now fixed.
