Patch for feature request #2991532.

I've created a patch to implement new tests for the newly added oa_soap power management controls. (#2991532: Add oa_soap unit tests for new power management features.)

It changes the following files:

openhpi/plugins/oa_soap/debug/hpi_common.c
openhpi/plugins/oa_soap/debug/hpi_control_get.c
openhpi/plugins/oa_soap/debug/hpi_control_set.c
openhpi/plugins/oa_soap/debug/hpi_control_type_get.c

No files were deleted - and no new files were added.
