#1654 Good Interconnect severity goes to CRITICAL after switchover

If the interconnect is powered off before the switchover, it gets powered on during the switchover. At the end of the switchover the resource severity of the interconnect goes to CRITICAL. But the health of the interconnect is perfectly normal.

Steps to reproduce.
1. Take the hpitree out put of the enclosure
2. Poweroff an interconnect using web interface or ssh CLI inteface or hpi_shell interface.
3. Initiate a switchover using the web interface (Active to Standby or Standby to Active).
4. After OpenHPI stabilises, run hpitree once more to get the new output
5. Look at the interconnect severity of the interconnect that was powered off in the step 2.
6. Check the health of the powered off interconnect using web or other means
6. The expected result is OK, if the health is ok (expected to be ok)
