Supplibs 2.3.1 for Windows/Mac/Linux Released!

A new release of supplemental libraries needed for building GrADS and ancillary packages (the so calleed "supplibs") is now available. Version 2.3.1 includes all you need for building GrADS 2.1.a2 and is available for Mac OS X, Linux, and Windows.
