Supplibs 2.1.0 revision available

A small revision of the top GNUmakefile now makes it possible to build hdf4-nc/, another build of HDF-4 with the NetCDF enable. This feature is neded for building the upcoming GrADS v1.10. No need to upgrade unless you intend to build GrADS v1.10.
