A fully-features OPeNDAP-enabled GrADS needs two things: libnc-dap and libgadap. The station data interface is not so widely used as gridded data, but it is still extremely important. By the way, please look at ftp://grads.iges.org/grads/Supplibs/2.0/ src/gadap-2.0.tar.gz and let me know if I got everything right.
