#20 collapse preference subtrees by default

Except perhaps for the Plugins subtree, all the
preference subtrees should be collapsed by default (or
their expanded/collapsed status saved). This would
reduce clutter more, and hide more "advanced" options
from view of users who may not care about them (related
to RFE 926089).
