This explains it, thanks.
I had split kind 'and', with the wrong assumption that the condition would take
priority. I now have 'xor' and it's working correctly.
(Openflow version 0.7)

If it is and, it splits through all the paths, idenpently of the
condition. If it is xor, it goes only to one path, depending of the
