Richard, GDAL does not currently support writing RPC00B or ICHIPB segments in it's (very simple) NITF writer, nor does it support reading quickbird RPC model files. I would be happy to implement this for a reasonable price if you could provide sample input data, and some validation of the output product. I am not sure if there are other requirements, but I would basically implement this to produce an NITF product similar to the space imaging NITF files with RPC00B and ICHIPB information. Let me know if you would like me to prepare a proposal and any additional constraints you might have.
