It's not part of heartbeat, it's a reference to some IBM clustering that was part of the 'old' DLM project to support. It appears that you must be inadvertently building (and trying to link with) the opendlm/opendlm/src/user/common/dlm_rsct.c file. The default configure/build process looks like it should pick up heartbeat, and ignore rsct (which is correct.) This is according to configure, although I'm far from expert in these things. It looks like you would need to set the --with-rsct to get this, I don't see it above, but that's something to look for in your environment somewhere.
