It looks like the publisher failed to connect to DCPSInfoRepo. Try 
$TAO_ROOT/tests/Hello test to see if it work.
You also need run $ACE_ROOT/tests/Enum_Interfaces_Test and provide the 
output (in $ACE_ROOT/tests/log directory) here.
