#14 OP userlevel hack for 0.7.5

Hello

I'd like to thank Joohn and other developers for great
peace of software.

Here is a patch for 0.7.5 which makes MORE POWER
TO OPs (!setpass, !ban, !unban, !allow, !unallow, !getip,
!gethost, !commands) and REGUSER (!setpass, !
commands).

This patch displays correct !commands help (for
example for '!ban IP time')
