#64 !mute and !noctm commands

it would very helpful
commands should have syntax similar to ban, i.e.
!mute <ip> [<time>]
!nickmute <nick> [<time>]
and same for !noctm

muted users will not be able to send messages in mainchat
noctm'ed users will not be able to download from others
($ConnectToMe and $RevConnectToMe from them will be
ignored)
