#113 Telnet admin cannot nickban a registered user

Hi. This about version 0.7.14.

I've notised that telnet administrator cannot ban a nickname, if that nickname is registered. Also nickbanning a registered user from a script doesn't work, if the script is not registered itself i.e. visible on the userlist.

I had a look in the code. It may be that this problem is related to checking banner's rights before allowing him to ban anybody.

PS. Why would you want to nickban a registered user?
- It's very handy to be able to nickban temporarily, when you have a large registered_only hub.
