Added an admins.txt file which will OP anyone who joins the server with a name in that file.

Added a /addbuilder command which is only usable by OPs which allows players to create and destroy blocks. The /removebuilder commands removes a player's ability to both create and destroy blocks.

As of right now, one without builder status can still build with a custom brush (/brush). I will try to address this in the future.
