Please look at the thread "Known bugs in V-0.9.1", the bug #2 might be your issue. This bug is still under investigation, but the workaround indicated in the thread should solve your issue.

I'm trying to run openCONFIGURATOR on my windows XP PRO machine but I'm having some problems.
When I launch openCONFIGURATOR, I get the message :
Error loading Shared Library
Cannot proceed
Consult the user manual to troubleshoot.
Do you have any idea where the problem can come from ?
I have installed winpcap and activetcl.
