[Openclips-development] OpenCLIPS

The OpenCLIPS project has been approved on SourceForge.  The relevant
links are below.

Thomas Sutton will be uploading the base source code that we will be
starting from.  

Once the package has been verified that it installs and runs, I propose
that the first order of business is to properly identify all files with
the project name and distribution license and immediately create a
release of OpenCLIPS. 

Thoughts?
