On a Nexus 7 tablet running 4.4.2, changing the color effect has no effect.
This seems to be a Nexus 7 bug, I can reproduce the same problem using other camera apps on my Nexus 7. Also see http://stackoverflow.com/questions/18755871/setcoloreffect-is-not-working-in-google-nexus-7-version-2 .
