On my Pixel 6 Pro, manual controls work okay for focus and shutter/ISO (set Settings/"Camera API" to "Camera2 API"). Manual white balance doesn't work (I can reproduce it not working with other third party camer applications too).
I don't know about the Pixel 7 Pro. If you have one, try it and see :) If you're thinking of buying it, probably best to ask on an Android forum if someone can test it.

I have a new Pixel 7 Pro, and since it's native camera app does not let me control video quality except for flipping between 2 settings, both of which create enormous video files, I installed Open Camera and it works great.
