After code inspection, I think that video stabilization is not done by opencamera but by smartphone firmware, opencamera just select it if indicated as supported by the firmware
may be firmware report that it is supported but from this link and my own tests, there is not stabilization effect on my Galaxy A5 2017 nor optical (we already know that it is not supported in picture mode) but not numerical also. http://www.phonearena.com/news/Samsung-Galaxy-A5-2017-fails-at-video-stabilization_id91018

on the Pixel XL when the stabilization for video recording is enabled, the video is stabilized in the viewfinder during the recording, but the recording itself, the saved file, is NOT stabilized. how weird is that.

OK, I've been searching everywhere for a clearcut answer to this question: Do 3rd party apps such as Open Camera support the 4k electronic video stabilization on the Google Pixel? This is driven by the fact that the default Google Camera app does not support external microphones.
From my tests I see no discernable difference between a 4k video recorded in Open Camera with stabilization on and one recorded in the official Google Camera app with stabilization on. Is my analysis correct that they're using the same underlying algorithm through the Camera and Camera2 APIs?
