#1 support batched PreparedStatements

A changeset that contains more than one update to the same table could use batched PreparedStatements.

Especially on Oracle this can yield big performance improvements.

To make the most of batching, this would result in running the SQL in a different order than originally issued.
Before we can do this, we need to first normalize the Changeset to remove ordering issues.
