This highly depends on your choice of MNC, MCC and LA. When all three are copied from a live network in your area, phones come from this network to your network without registering. So your BTS does not know that they are here, until there starts any action from the phone, like initiating a call or sending a shortmessage, or until the T3212 timer kicks in and forces a PLU. Also your phones do not know that they suddenly are in a totally different network. It is strongly advised using a different LA fur such a setup, to allow the system recognizing new users. Anyway, what I described here is bad practice in all parts, as cloning a live network in most cases is highly illegal, causes trouble to unsuspecting users around you, interrupts phone traffic, kills emergency communications, interrupts m2m-communications. This would make sense, as the cellID is not relevant for the phone and the connection tracking, the phone can switch between cells of a LA as it likes. Just the LAC is important, to trigger location update. Ralph.
