You do not have to build OpenBTS after nmcli.

nmcli is dynamic and you can even use nmcli while openbts is running.

Try config Control.LUR.OpenRegistration 0 ?

No changes are required anywhere else but nmcli (and OpenBTS for disabling
OpenReg)

Users might register into the network, but they only receive a sms
(registration rejected)
and can't do anything (that will not use any resources).
