That looks like an empty carrier. What is your downlink power setting?
Anything noticeable in the log?

Try verifying that you can transmit at the target frequency. You can
do that with the tx_waveforms utility. Adjust frequency and gain
accordingly.

$ /usr/local/lib/uhd/examples/tx_waveforms --freq 1e9 --rate 6.25e6 --gain 20
