This should have no influence, as no handheld phone can transmit with 39dBm, depending on the band 33 or 30 dBm are the highest available power.

I also get same problem with you just today. my OpenBTS used USRP N210. with 2 antennas.
I just change the value GSM.MS.Power.Max changed from "33" to "39". and everythings going well :)

The same issue is encountered in the release 4.0 as well. Can you please inform if it is even possible to filter the registration process of IMSIs by configuring Control.LUR.OpenRegistration and Control.LUR.OpenRegistration.Reject parameters in OpenBTS?

Can someone please guide us about the issue stated below;
We want to register one specific IMSI to our network and reject all others under the same MCC and MNC using Open registration.We have set the parameter of Control.LUR.OpenRegistration equal to the target IMSI, but still other IMSIs of the same network register automatically. We have tried registering a single IMSI by changing the values of parameters Control.LUR.OpenRegistration and Control.LUR.OpenRegistration.Reject in many different ways but unexpected and random patterns of registration are seen. As per the documentation of OpenBTS, it matches the string of Control.LUR.OpenRegistration parameter and registers only this particular MS. But somehow this is not working as it should(as per the documentation).
Please note that we are using OpenBTS v 2.8.

No, the situation is clearly due to the radio part.
Clipping should not occur. Just unplug the tx antenna and give it a try.
Also can you check for noise ?
