All - The move to GNU Radio is official. The current SF.net SVN repository is defunct and will be removed entirely in the next few days. The new SVN access is through http://gnuradio.org. GNU Radio has not made an official announcement or release yet and will probably delay that until they have fixed the build/install process to match GNU standards. The first official GNU release will probably be in about three weeks. (The delay is due to a travel schedules among the GNU Radio staff.) These SF.net mailing lists will be replaced with new lists hosted by gnu.org, but that also probably won't happen for a week or two. Once the mailing lists and web pages have been transferred, the entire SF.net OpenBTS project will be deleted. Because GNU Radio is a large project, most developers are not granted direct SVN access and most contributions are made through patch submission.
