#5 Include a district helper method

Include a district helper method that 'pops up' when typing in the district field. This would display a context menu showing a list of districts and volumes that match the entry in the district field, allowing the user to select an entry and have the district and volume fields auto-completed.
* The context menu would be refreshed on each keystroke to narrow the list of available entries.
* Any entry provided by the user that doesn't match an existing entry will automatically be added to a custom list.
* If a district entry is selected, then the cursor is placed in the page number field to speed up the entry process.
