#220 Adding higher precision TIME() support on Windows.

The attached patch will allow microsecond precision on Time('L"). Unfortunately, it requires Windows 8 or higher, and bumping the API level in Cmakelist.txt causes a compilation failure in rxwinsys. Opening a patch so that the information on how to do this does not get lost.
