#815 Allow creation of ooRexx without using revision in produced filenames and in "rexx -v"

As discussed in the developer list the official release of ooRexx should not carry the revision information when issuing "rexx -v" and also not in the generated file names (installation package name and portable zip archive names).

The supplied patch adds that capability to ooRexx. The patch only inhibits using the revision information for producing the package names and the Rexx version string if cmake gets invoked with the definition -DUSE_REVISION=0. (If this new variable USE_REVISION does not get supplied or gets set to any other value it will default to use the revision.)

Note: the Jenkins uploading scripts will probably need to be adjusted accoringly to upload the revision less package names (meant for the official release packages).

Revision numbers in rexx -v and rexxc output were added in response to [feature-requests:#689] and should be kept as-is.
