#788 Enable USE to parse SYSCARGS array

Instead of "USE ARG" or "USE STRICT ARG" allow "USE SYSCARRAY" or "USE STRICT SYSCARRAY" to be used to parse the .SYSCARRAY array elements. This seems that it would be a lot simpler to parse quoted arguments passed from the command starting a oorexx program.
