#546 Need external function to resolve static dependencies like :REQUIRES

When exploring code, an IDE needs a function to check that all static dependencies have
been met WITHOUT actually running the code.

Any errors should be returned to the IDE for correction by the programmer. Also, there should be the capability to resolve a ::REQUIRES and return the full path to the IDE.
