All Rexx implemenations I know of possess the
SysSleep() function, as if it was a system dependent
enhancement to the language which might not be
available on all systems (like DOS).

In today's world ooRexx should account for the
operating systems it and which it will run on and
introduce sleep() into the language (like Regina).
