Under NUMERIC FORM, it says

You can omit the subkeyword VALUE if expression2 does not begin with a symbol or a literal string, that is, if it starts with a special character, such as an operator character or parenthesis.

Reality is that VALUE can be omitted when expression2 does not begin with a symbol. A standalone literal string is perfectly accepted.
