Hi thanks for opening this bug. But frankly I have no idea how to fix it. I don't even really understand what a Release file is.
Now I just ran apt-get update and got
OK:6 http://ppa.launchpad.net/jrheinlaender/ppa/ubuntu bionic InRelease
Is InRelease the same as Release?!
I've never created a Debian repo. Based on cursory research, this error might indicate that the repo does not support my version of Ubuntu. However, according to the Launchpad page, it does support my version, 18.04/Bionic. Below is some relevant info that I found.

I'm not sure that I can do anything to influence the Release file on Launchpad. All I can do is to tell Launchpad which versions of Ubuntu I want to support, and as you noticed, Bionic is in that list. Maybe this is a (temporary) Launchpad problem?
This was a mistake in @aslamK's sources.list line. I explained the problem in more detail in this Launchpad question.
