#24 .kchan command

I think it'd be neat if oomon had a .kchan command. .kchan
#channel would make oomon /who !#channel, grab the
users in #channel which is on oomon's server, and then
kline them (and maybe have options added which makes it
kline the whole channel, including the users which are not
on the local channel, and options which makes oomon skip
klining channel ops/voices/whatever)
