[ooc-compiler] Windows port of VisualOberon

Hello!

There is some new movement to port VisualOberon to Windows (again)
using the cygwin version of the gcc.

While nobody of the "willing people" have time left for doing such
thing, we at least started :-) and there is already some code running
(yes, it compiles, opens windows, handles events, andn draws
something), since it was suprisingly easy to copy and adapt the code
from the old Windows port.

However there are still *many* open ends and aditional help is very
welcomed :-)

If you like to join the team, subscribe to the new visualoberon-win32
mailinglist (http://visualoberon.sourceforge.net -> mailinglists).
Expect some traffic (not count but size of messages), since we will
sending code back and forth...
