[ooc-compiler] New mailing list ooc-checkins

I've added "ooc-checkins" to the mailing lists on SourceForge.  Change
logs of updates to the CVS repository are piped to this list via the
syncmail program.  Anyway, that's the idea, haven't tested it yet ;-)
