#22 Web Interface for Comment Lists

We have the commentlist dabase table and comment codes
get exported from EGP, but we have no way of setting
the comment codes. (See Edit --> Class Options -->
Footnote in easy grade.)

Also, this is currently scoped on a fixed set of
comments per school level. Should this be rescoped to
be on a per-teacher level?

We are making database updates for the next release; if
we want to rescope do we want to plan ahead and make
the database changes now rather than wait?
