I've seen something similar where the network interface takes forever to
show up and the boot drops to a shell, so this is not too surprising.

I would have expected a 'Failed to find valid root partition' error if the
disk device didn't exist yet, so maybe something else is going on.  What
does /proc/cmdline look like?
