is it possible to set runtime propert of component(OMX) from the plugin.
which function needs to be implemented for that.
if i want to set some property of compnent on executing state, then i need to call OMX_Setconfig,
so how this call shoul be made in plugin code.

are you talking about gstreamer plugins?
In this case I agree that they should also use the Set/Get Config functions for runtime properties.
But The development of gst-plugins has been moved to freedesktop and it is no more maintained here.
