#34 home tier of donor inode must be set during relocation

When OHSM is enabled, it tries to set the home tier of all the files and also tries to relocate them to the desired tier.
The mechanism that ohsm uses involves a temporary donor inode and we do not set the home tier of the donor inode before opening it
for EXT4_IOC_MOVE_EXNTENT.

Due to which the home_tier is set to a proper value but the blocks allocated are not from the correct tier.

    Manish, would you be able to get this in v1.2?
    Changes are trivial.... That piece of code belongs to you, hence leaving in your plate.

    Ya, I know I would have loved to take up these work items but I am too tied with the deadlines for Design specs and presentation at NB technical summit.
