Initial release of oggtag (v 1.0)

oggtag is a command-line oriented editor for description tags in ogg vorbis files. Its interface is similar to id3ed's.
oggtag allows to specify a set of canonical tags (those suggested by the ogg vorbis specification) to one or many files at a time.

As the name version imply, this version is fully implemented.
