I found the weird behaivor of the CPU frequency with Open Broadcaster running if Intel IEST technology is set to Enabled (LGA 1366 i7 920, win7 x64, 6 gb RAM)
It acts like windows doesnt 'notice' Open Broadcaster and continue to work in the reduced ratio (and so cpu frequency) even when I run the stream. Yet the ratio is 13 and the cpu frequency is ~1700, i have like 5 fps whatever.
If i turn IEST to disabled and my cpu no longed reduces it's ratio when idle, i have normal fps like stable 30 at Full-HD @fast 10.
Please check it out if the same problem excists on the other platforms/sockts, and if you can fix it out.

Well you see you're going to have issues with timing if you enable dynamic frequency scaling. With most apps that rely on timing, having correct timing requires that your frequency remain a certain value, because the timing data is based upon a measured frequency. If you start changing that frequency around, it's going to cause timing issues. If you want timing to be correct with EIST on you should try the "sync fix" option in advanced settings, as it calculates timestamps instead of relying on CPU timing information.
