[Obo-format] OBO ID <-> OWL URI policy doc

Hi all,

Is there an official version of the OBO ID <-> OWL URI policy doc?  I  
need a link for a talk I'm giving, but only seem to be able to find  
what looks like a final draft:

If there is an official version, shouldn't a link to this be posted on  
the OBO-Foundry site? (If its already there, the fact that I haven't  
found it may mean we should post if more prominently.)
