[Obo-format] OBO file character encoding

Is there a place to specify the character encoding within an OBO  
file?  Or is there a required character encoding which OBO files  
should use?  We have an ontology (really just a list of terms at this  
point) with some Spanish names in it.  The OBO parser in Phenote isn't  
reading in correctly, and as far as I can tell the parser doesn't  
specify any encoding when reading.

I haven't found any documentation on this at the GO website.
